В статье осуществлен анализ информационного сопровождения деятельности института здравоохранения как источника установления повестки дня в условиях цифровизации. Определено, что данное направление логично вписывается в призму исследований коммуникаций в области здоровья (Health Communication). В работе проблематика информационного сопровождения деятельности института здравоохранения представлена в русле теории установления повестки дня. В исследовании показано, что новые медиа, в том числе госпаблики, в условиях цифровизации становятся источником информации, формирующим образ институциональных структур и организаций, а также фактором, влияющим на поведенческие инициативы и практики населения.</p></sec><sec><title>Цель исследования</title><p>Цель исследования: изучение информационного сопровождения деятельности института здравоохранения как источника установления повестки дня в условиях цифровизации.</p></sec><sec><title>Методы</title><p>Методы. Эмпирическую базу исследования составили полуформализованные экспертные интервью со специалистами, работающими в сфере общественных связей в системе здравоохранения Свердловской области (2020, n = 12), отчеты о публикационной активности медицинских организаций (2022, n = 11054), публикации на сайте «Здоровье уральцев» (2023, n = 1182), обращения граждан (2020–2023, n = 54 568), данные Агентства прикладных исследований (2020–2023, n = 89527). Результаты. Полученные в ходе исследования данные показали, что основу информационного сопровождения деятельности института здравоохранения составляют материалы, свидетельствующие о реализации национальных проектов «Здравоохранение» и «Демография», а также новости о текущей деятельности Министерства здравоохранения/медицинских организаций и профилактике неинфекционных заболеваний. Вместе с этим в структуре обращений населения превалируют индивидуально-локальные проблемные вопросы, которые можно также использовать в качестве инфоповодов при их воспроизводстве/повторении.</p></sec><sec><title>Заключение</title><p>Заключение. С опорой на тематический анализ в статье утверждается, что повестка дня, формируемая Министерством здравоохранения региона, может быть расширена за счет общественной повестки, которую формируют граждане, в том числе через обращения. В нее следует включать вопросы поддержания здорового образа жизни, а также публикации, нацеленные на повышение медицинской грамотности населения. Такой подход в перспективе не только снизит число обращений, но и будет способствовать развитию и закреплению практик здоровьесберегающего поведения разных групп населения.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Background</title><p>Background. The article analyzes the provision of media support for the healthcare system as an agenda-setting factor in the context of digital transformation. It is established that this area of research fits logically into the framework of health communication studies. In this work, the provision of media support for the healthcare system is considered within the agenda-setting theory. It is shown that in the context of digital transformation, new media, including state public websites, become a source of information forming the image of institutional structures and organizations, as well as a factor affecting the behavioral initiatives and practices of the population.</p></sec><sec><title>Objective</title><p>Objective. To analyze the provision of media support for the healthcare system as an agenda-setting factor in the context of digital transformation.</p></sec><sec><title>Methods</title><p>Methods. The empirical base of the study comprised semi-structured expert interviews with public relations specialists employed in the healthcare system of Sverdlovsk Oblast (2020, n = 12), reports on the publication activity of medical organizations (2022, n = 11,054), publications on the website “Health of the Urals population” (2023, n = 1182), requests from members of the public (2020–2023, n = 54568), and data from the Applied Research Agency (2020–2023, n = 89527).</p></sec><sec><title>Results</title><p>Results. The findings indicate that the media support provided for the healthcare system is based on materials that confirm the implementation of the national projects “Healthcare” and “Demography,” as well as news about the current activities of the Ministry of Health / medical organizations and the prevention of noncommunicable diseases. Requests from members of the public were primarily related to individual local issues, which can also be newsworthy.</p></sec><sec><title>Conclusion</title><p>Conclusion. Drawing on the thematic analysis, the article states that the agenda built by the Ministry of Health of the region can be expanded to include the public agenda set by the members of the public, including through their requests. It should include issues related to the maintenance of a healthy lifestyle, as well as publications aimed at improving the health literacy of the population.
