Aim and Scope
Kuban Scientific Medical Bulletin aims to contribute to the development of fundamental and applied knowledge in the field of medical sciences, including clinical and preventive medicine, innovative medical technologies. The target audience includes medical researchers, clinicians, practitioners, health care providers, medical students and PhD researchers. Each issue focuses on several areas of medical research: Obstetrics and Gynecology; Otorhinolaryngology; Internal Medicine; Cardiology; Pediatrics; Dermatovenerology; Neurology; Oncology and Radiation Therapy; Radiation Diagnostics; Dentistry; Surgery; Anesthesiology and Resuscitation; Cardiovascular Surgery; Public Health, Organization and Sociology of Health Care; Pathological Anatomy; Pathological Physiology; Forensic Medicine; Pharmacology, Clinical Pharmacology.
Particular attention is paid to regional aspects in the diagnostics and treatment of various diseases, as well as health care organization in the South of Russia.
The journal welcomes contributions from medical researchers and practitioners working in Russia and other countries. The Journal publishes articles in Russian and English. The most significant studies presented in Russian are translated into English. Articles submitted in English are published with Russian-language metadata.

The journal provides direct open access to its content based on the following principle: free open access to research results contributes to an increase in the global exchange of knowledge.
Our open access policy follows the definitions of the Budapest Open Access Initiative (BOAI). Thus, the articles of the journal are freely available on the Internet, including on the website of the journal. This allows any user searching, reading, downloading, copying, distributing, printing, linking to the full text of these articles, scanning them for indexing, transferring them as data to software, or using them for any other lawful purpose without financial, legal or technical barriers other than those that are inseparable from gaining access to the Internet itself.

Peer-Review
The editors of the journal "Kuban Scientific Medical Bulletin" adhere to the COPE recommendations when working with manuscripts, reviewers and when organizing the review process.
1. General information and type of review
All manuscripts submitted to the editors of the journal "Kuban Scientific Medical Bulletin" undergo mandatory double-blinded peer review. This means that neither the author nor the reviewer knows the names and affiliations of each other, and all correspondence is conducted through the e-mail address given in the electronic editorial office on the website of the journal "Kuban Scientific Medical Bulletin", the authors only receive a letter with comments signed by the editor-in-chief. Each manuscript is sent to at least two reviewers. Review is carried out on a voluntary basis and free of charge.
1. The anonymity of the author limits the bias of the reviewer, for example, depending on the gender and age of the author, country of his/her origin, his/her academic status and socioeconomic background or history of previous publications.
2. Articles written by authoritative or well-known authors are considered based on their content, not the reputation of the authors.
3. An unbiased, independent, critical peer review is an important addition to the scientific process, it improves the quality and ensures the reliability of articles published in the journal "Kuban Scientific Medical Bulletin".
4. Authors should ensure that their manuscripts are prepared in such a way that they do not reveal their identity to reviewers, either directly or indirectly. To refer to works published earlier by the authors, it is necessary to indicate the authors in the third person.
5. The rules for publishing and reviewing scientific articles are posted on the website of the journal "Kuban Scientific Medical Bulletin".
6. If the editorial board / council does not share the views of the author of the published manuscript, it has the right to make a footnote about this in the journal "Kuban Scientific Medical Bulletin".
7. The fact that the author sent the article for the proposed publication in the journal "Kuban Scientific Medical Bulletin" confirms the fact that the author acknowledges the conditions for reviewing, consideration by the editorial board/council, publication of the article in the journal "Kuban Scientific Medical Bulletin", including translation and other processing procedures, as well as the fact that from the moment of publication in the journal "Kuban Scientific Medical Bulletin" the journal "Kuban Scientific Medical Bulletin" is granted the right to use the article at its discretion in order to bring to the public, reproduce, distribute and place the text of the article and links to it in informational and other databases.
8. The editors encourage reviewers participating in the evaluation of articles proposed for publication in the journal "Kuban Scientific Medical Bulletin" to adhere to the ethics of scientific publications and the principles proclaimed in the COPE Ethical Guidelines for Peer Reviewers developed by the Committee on Publication Ethics (COPE) and ethics of scientific publications of the journal "Kuban Scientific Medical Bulletin".
2. Terms of review
The review process in the journal "Kuban Scientific Medical Bulletin" takes on average from 1 to 6 months. This period includes the time for the initial review of the manuscript, the selection of reviewers, the time for preparing a review, the time for editing the article by the author, re-reviewing, and referring to additional experts.
3. Review progress
Having submitted their manuscript for consideration of publication on the official journal website, the author can track the peer-review stages through the website.
3.1. Preliminary check of the author's original article for compliance with formal requirements.
3.1.1. When an article is received by the editorial office of the journal "Kuban Scientific Medical Bulletin", the head of the editorial office conducts a preliminary check of the author's original article for compliance with the formal requirements including: compliance with the subject of the journal, journal requirements for the design of articles (title page, completeness and correctness of data, quality of illustrative material , design of a bibliographic description in the list of references), the presence of non-original text, illegal borrowings, as well as the presence of accompanying documents.
3.1.2. If the requirements of the journal "Kuban Scientific Medical Bulletin" are not met, the editor has the right to suggest to the author the following: to bring the manuscript of the article that is not in accordance with the rules for authors; manuscripts that do not meet the requirements of the ethics of scientific publications and the standards of the journal are not allowed for further consideration about which the authors are notified in any convenient way.
3.1.3. Decisions made at the preliminary evaluation stage are checked by the editor-in-chief (deputy editor-in-chief) are considered for compliance or non-compliance with the profile of the journal.
3.2. After a decision is made on the proper execution of the manuscript and compliance with the profile of the journal, the manuscripts are sent according to the profile of the article (material) for review by reviewers who are recognized experts in the subject of publication.
3.3. The decision to select a reviewer for the journal "Kuban Scientific Medical Bulletin" is made by the editor-in-chief (deputy editor-in-chief).
3.4. Each article is sent to at least two experts. Upon receipt of different opinions on the manuscript, a third expert may be involved in the work. Manuscripts containing statistical data are reviewed by an expert in medical statistics for the appropriateness and accuracy of the statistical methods and the statistical interpretation of the results.
3.5. All manuscripts that have passed peer review are submitted for consideration by the editorial board/council (or the bureau of the editorial board/council), which makes a decision on publication. After making a decision on the admission of the article for publication, the editorial board determines the place of the article in the publication plan.
The bureau consists of: chairman of the editorial board, editor-in-chief, deputy editor-in-chief, head of editorial board, executive secretary of the journal and six leading experts who are members of the editorial board/council.
3.6. The decision to publish a manuscript is made solely on the basis of its significance, originality, clarity of presentation and compliance with the topic of the article (material) to the direction of the journal. Reports of studies in which negative results are obtained or the provisions of previously published articles are disputed should be considered on a general basis.
3.7. The editor of the journal "Kuban Scientific Medical Bulletin" can give the author one of the following decisions on the manuscript:
– Accept for publication. In this case, the manuscript will be included in one of the regular issues of the journal and will be submitted to the editor for further work. The author will be notified of the publication date;
– Accept for publication after correcting the shortcomings noted by the reviewer. In this case, the author will be asked to make changes to the manuscript as indicated by the reviewer within a week. When the shortcomings are eliminated or in case of a justified refusal to make changes, the manuscript is accepted for publication;
– Accept for publication after correcting the shortcomings noted by the reviewer and subsequent re-reviewing. In this case, the author will be asked to make changes to the manuscript as indicated by the reviewer within two weeks. The manuscript will be sent for re-review. Within 30 days, the author will receive a final decision on the manuscript;
– Reject. In this case, the author will be sent a reasoned refusal to publish the manuscript. The refusal to publish does not prohibit the authors from further sending manuscripts to the journal "Kuban Scientific Medical Bulletin"; however, if the publication is refused due to violations on the part of the author, the editor-in-chief may decide to include the author in the debarment list. In this case, other articles by this author will not be considered.
3.8. The editors of the journal "Kuban Scientific Medical Bulletin" provide three rounds of peer review – this means that after the first decision to finalize the article, the author has two attempts to make changes based on the recommendation of the reviewer or to report a reasoned refusal to do the changes.
3.8.1. If after the third round of peer review the expert sends comments again, the editor of the journal "Kuban Scientific Medical Bulletin" will offer the author to consider the possibility of publishing in another journal, or resubmitting the article for consideration with the changes made in six months.
3.8.2. If the author does not plan to modify the article, he/she should notify to the editors of the journal. The article will be discontinued.
3.8.3. If the authors do not respond to the request of the editors for more than one month, the editors remove the article from the register. In such situations, the authors are sent an appropriate notification of the removal of the manuscript from registration due to the expiration of the time for revision.
3.9. If the author has a conflict of interest with an expert who could potentially become a reviewer of the manuscript, he/she should notify the editor of the journal. The editors of the journal "Kuban Scientific Medical Bulletin" will select another reviewer if necessary.
3.10. In the process of reviewing a manuscript, a conflict may arise between the author and the reviewer. In conflict situations, the decision is made by the editor-in-chief, taking into account the opinions of the deputy editors-in-chief and members of the editorial board and the editorial council (or the bureau of the editorial board/council). In this case, the editor-in-chief of the journal "Kuban Scientific Medical Bulletin" has the right to appoint a new reviewer to resolve disputes.
3.11. The journal "Kuban Scientific Medical Bulletin" can publish articles written by the editor-in-chief, his/her deputy, editorial manager, executive secretary and members of the editorial board/council, but there should be no abuse of official position.
3.12. The manuscripts written by the journal staff are sent for double-blinded peer review only to external experts. To resolve contradictions and conflict situations, only external experts are involved. In the event of a conflict regarding the editor-in-chief's manuscript, the final decision on the possibility of publishing the article is made by the members of the editorial board.
3.13. When publishing articles written by members of the editorial board/council, the head of the editorial office, the executive secretary, the editor-in-chief and his/her deputy, in the “Conflict of Interest” section, information about the authors' affiliation to the journal should be indicated.
3.14. The journal "Kuban Scientific Medical Bulletin" does not exempt scientists from reviewing manuscripts, regardless of their status.
3.15. Copies of reviews are stored in the editorial office of the journal "Kuban Scientific Medical Bulletin" for at least 5 years. The editors of the journal also undertake to send copies of reviews to the Higher Attestation Commission (VAK) of the Ministry of Science and Higher Education of the Russian Federation upon receipt of a relevant request.
4. Reviewer board
4.1. External experts are involved in the review of all incoming manuscripts – from among the leading specialists in Russia and foreign countries with experience in the relevant subject area and publications on the topic of the reviewed manuscript over the past 3 years.
4.2. If the subject matter of the article is very specific and/or the author declares a potential conflict of interest when reviewing by external experts, members of the editorial board and/or editorial council may be involved in the review.
5. Principles for the selection of reviewers and the actions of the editorial board of the journal to ensure the high quality of expertise.
5.1. The editors of the journal "Kuban Scientific Medical Bulletin" carry out regular work to involve recognized experts in the field of biomedical sciences, clinical and preventive medicine, as well as to rotate reviewers in a timely manner.
5.2. Reviewers are invited to work with the journal on the recommendation of the Editor-in-Chief, his/her deputy, members of the editorial board/council, as well as authors.
5.3. The editorial manager of the journal regularly monitors publications on the subject of the journal in the Scopus, Web of Science, SPIN databases and sends an invitation for cooperation to the authors of publications.
5.3.1. The first review of new reviewers is evaluated according to the following algorithm:
- Did the reviewer comment on the importance of the issue raised in the study?
- Did the reviewer comment on the originality of the manuscript?
- Did the reviewer identify the advantages and shortcomings of the study (study design, data collection and analysis)?
- Did the reviewer provide useful comments regarding the language and structure of the article, tables and figures?
- Were the reviewer's comments constructive?
- Did the reviewer present arguments using examples from the article to substantiate their comments?
- Did the reviewer comment on the author's interpretation of the results?
- The quality of the reviews in general.
Each item can be assigned from 1 to 5 points, where 1 is the minimum score and 5 is the maximum.
5.3.2. If the quality of the review does not satisfy the editors, cooperation with the reviewer is terminated.
5.3.3. The editors of the journal "Kuban Scientific Medical Bulletin" have the right to evaluate, according to the presented algorithm, an unlimited number of reviews of all experts involved in the work with the journal.
6. The mechanism for attracting reviewers
6.1. The editors of the journal "Kuban Scientific Medical Bulletin" consider peer review one of the most important procedures when working with the journal and value the experience and time of experts who are involved in reviewing.
6.2. Reviewers of the journal "Kuban Scientific Medical Bulletin" receive the right to priority publication as well as to the translation of their articles accepted for publication into English.
7. Privacy
7.1. The editors of the journal "Kuban Scientific Medical Bulletin" do not transfer personal data of reviewers and personal data of authors.
7.2. Any manuscript is considered by the editors of the journal "Kuban Scientific Medical Bulletin" as a confidential document. The editors of the journal expect that reviewers will not transfer the manuscripts to third parties and discuss it without the consent of the editor.
7.3. Reviewers can involve third parties in the work on the review only with the consent of the editor-in-chief (deputy editor-in-chief).
8. Responsibility of the reviewer
8.1. By agreeing to review manuscripts for the journal "Kuban Scientific Medical Bulletin", the reviewer agrees to follow the policy of the journal when evaluating the manuscript, preparing the review, as well as regarding the behaviour of the reviewer and compliance with ethical requirements.
8.2. Both the reviewer and the editor should strive to ensure the high quality of the materials published in the journal "Kuban Scientific Medical Bulletin". Therefore, the expert should review the manuscript only if he/she has enough experience in the area under consideration and enough time for a thorough and comprehensive review of the article.
8.3. The reviewer is obliged to inform the editor about a conflict of interest (personal, financial, intellectual, professional, political or religious) if any occurs. If in doubt, the situation should be discussed with the editor.
8.4. The reviewer is obliged to refuse reviewing if he/she:
- is the supervisor or subordinate of the author of the manuscript, as well as the owner of joint grants;
- does not plan to prepare a review, but only wants to read the text of the article;
- prepares for publication his/her own article on a similar topic;
- reviews an article on a similar topic.
8.5. The reviewer is obliged to inform the editor of his/her intention to review the article, as well as to complete the work within the time specified by the editor. If peer review is not possible for a number of reasons, it is advisable to recommend another expert to the editor.
8.6. The reviewer cannot use his/her status for personal purposes and impose on the authors links to his/her own works.
8.7. All materials received from the editor of the journal are strictly confidential. The reviewer should not transfer materials to third parties and involve other specialists in reviewing the manuscript without the consent of the editor of the journal "Kuban Scientific Medical Bulletin".
9. Recommendations for reviewers
9.1. For the convenience of the reviewer, the editors of the journal "Kuban Scientific Medical Bulletin" suggest using the quick review form –it reflects the questions that the editor needs to answer to make a decision about the article.
9.2. The editors of the journal ask the reviewer to pay more attention to the “Comments” section in order to help the authors improve the current and future works.
10. Content and structure of the review
10.1. NEICON recommendations were used to create this section. The editors of the journal "Kuban Scientific Medical Bulletin" received permission from NEICON to use the guidelines in the review policy of the journal.
10 criteria by which a manuscript should be evaluated:
- originality;
- logical rigor;
- statistical rigor;
- clarity and conciseness of writing style;
- theoretical significance;
- reliability of results;
- relevance to contemporary fields of study;
- reproducibility of results;
- literature coverage;
- application of the results.
10.2. In addition to the quick review form, the editors of the journal "Kuban Scientific Medical Bulletin" recommend that reviewers adhere to the following review structure:
10.2.1. Comments for the editor
1) Conflict of Interest describes a real or potential conflict of interest related to the content of the manuscript or its authors, which may lead to a biased conclusion.
2) Confidential Comments include comments that will not be shared with the authors. It includes the reviewer's final conclusion about the fate of the manuscript, the reviewer's assumptions, expression of doubts about a possible violation of ethics, as well as recommendations and accompanying comments (for example, the reviewer may advise the editor to request additional information from the author). The intended decision is, as a rule, a brief conclusion about the fate of the manuscript (accept for publication, accept for publication after minor revision, accept for publication after significant revision, reject, reject and invite the author to resubmit the article for consideration).
10.2.2 Comments for authors
1) Introductory Part describes the main conclusions and value of the article for readers. Key Comments describe relevance to the journal's aims and objectives, level of credibility, and ethical conduct.
2) In Special comments section the reviewer gives an assessment of sections of the article (abstract, introduction, methods, results, discussion) or comments on specific pages, paragraphs or lines.
3) Recommendations to the author: the reviewer makes recommendations to the author to improve the quality of the manuscript and, possibly, future research.
4) Concluding comment is a brief description of the advantages and shortcomings of the manuscript without any additional recommendations.
10.2.3 Criteria for evaluating a manuscript
1) Matching the subject area
No time should be wasted reviewing an irrelevant manuscript. First of all, it is necessary to determine whether the manuscript corresponds to the subject area of the scientific journal and the interests of its audience.
2) Validity
Does the work on research design, scientific methods, structure and content, as well as the depth of analysis meet all the necessary requirements, does it deviate from the principles of impartial scientific research, are the research results reproducible? Is the study sample properly designed? Is it analysed in sufficient detail to generalize the results of the study?
3) Novelty
Did the research bring something new to the relevant subject area?
4) Ethics
Does the study meet the requirements of originality, is it approved by the expert council (if any), is it impartial in terms of conflict of interest? No matter how great the perceived importance of the manuscript, it cannot be accepted for publication in case of redundancy, plagiarism or violation of the basic ethical principles of scientific research: legality, usefulness and respect for people.
10.2.4. Evaluation of the manuscript elements
The editors of the journal "Kuban Scientific Medical Bulletin" suggest using the following questions to speed up the process of preparing an expert opinion and providing the most complete information about the article to the editor and author.
1) Title
Does the title exactly match the content of the manuscript? Will the title grab readers' attention?
2) Abstract
Is the content of the manuscript presented in the abstract in an appropriate way? Is the abstract structured? Does it present a description of the goals, methods, results and significance?
Are there discrepancies between the abstract and sections of the manuscript? Is it possible to understand the abstract without reading the manuscript?
3) Introduction
Is the introduction short? Is the purpose of the study clearly defined and the task set? Does the author justify the relevance and significance of the study based on a review of the literature? If yes, does this part meet the volume requirements? Does the author provide definitions of terms that appear in the manuscript? If a manuscript is submitted to the Original Research section, does it have a clearly articulated hypothesis?

How holistic is the literature review?
5) Methods
Will another researcher be able to replicate the results of the study using the proposed methods, or are the methods unclear?
Do authors justify their choice when describing research methods (for example, choice of imaging modalities, analytical tools, or statistical methods)?
If the authors state a hypothesis, have they developed methods that allow the hypothesis to be reasonably tested?
How is the study design presented?
How does data analysis help you achieve the goal?
6) Results
Are the results clearly explained? Does the order in which the results are presented match the order in which the methods are declared? Are the results justified and expected or unexpected? Are there results that are not preceded by an appropriate description in the Methods section? How accurate is the presentation of results?
7) Discussion
Is the discussion short? If not, how can you shorten it?
If the hypothesis was voiced, do the authors report whether it was confirmed or refuted? If the hypothesis was not confirmed, do the authors report whether the question posed in the study was answered? Are the authors' conclusions consistent with the findings of the study? If unexpected results are obtained, do the authors properly analyse them? What potential contribution does research make to the industry and to global science?
8) Conclusions
Do the authors note the limitations of the study? Are there any additional restrictions that should be noted? What is the opinion of the authors about these limitations? What is the opinion of the authors about the direction of future research?
9) References
Does the list of references correspond to the format of the journal? Are there any bibliographical errors in the list of references? Are the references in the text to articles from the bibliography correct? Are there important works that are not mentioned but should be noted? Are there more links in the article than necessary? Are the cited links up to date?
10) Tables
If there are tables in the article, do they correctly describe the results? Should one or more tables be added to the article? Are the data presented in the tables processed in an appropriate way and make the information easier to understand, rather than complicate it?
11) Figures
Are tables and figures the right choice for the task at hand? Can the results be illustrated in another way? Do the figures and graphs reliably show important results? Does the author need to make changes to the figures and graphs for a more accurate and visual presentation of the results? Do the captions for figures and graphs make it possible to understand the information without referring to the manuscript itself?
12) Disclosure of conflict of interest
Is information about funding and conflicts of interest clearly stated?
Reviewer's final decision
10.2.5. The editors of the journal "Kuban Scientific Medical Bulletin" propose to use the following rationale for the final decision of the reviewer.
– Accept for publication
The reviewer understands that the article is ready for publication in the current view. The article is substantiated, ethical, meaningful for the scientific community and complements already published works, the writing style is clear and concise.
– Accept after minor revision
The article has non-critical comments that need to be corrected. This may be an inappropriate style of the article, lack of clarity, insufficiently developed structure of the article, errors in links, duplication of information in figures and tables and in the text of the article. After making changes and re-evaluating the article can be accepted for publication.
– Accept after significant revision and review
The article has serious shortcomings and errors that affect the reliability of the results obtained: problems with ethics, study design, gaps in the description of research methods, poorly presented results or their incorrect interpretation, insufficient description of the limitations of the study, contradictory (or refuted by the author's own statements) conclusions, lack of references to important studies, fuzzy tables and figures that require serious revision. After re-evaluation, the article can be accepted, rejected or sent for additional examination. Such a decision often requires the collection of additional data from the author.
– Reject
The work does not meet the goals and objectives of the journal, has one or more fatal flaws or serious ethical problems: consent for publication was not obtained in cases where it is necessary, research methods are unethical, the methodology is discredited or erroneous (for example, a process that seriously affects results). With this decision, the author should not submit the corrected document for consideration without special request. The reviewer should give detailed comments, arguing his/her decision, as they can help the author significantly improve the work.
– Reject and invite the author to resubmit the article for consideration
The research topic or question is interesting, but the author uses incorrect or insufficiently reliable methods, therefore, the data obtained are also not reliable. Such a decision is also possible in cases when the article requires many changes or when it is not possible to obtain the requested additional information from the author. Authors are encouraged to re-run the study with the recommended changes and submit new results for review.
11. Editing reviews
11.1. The editors of the journal "Kuban Scientific Medical Bulletin" expect that the reviews be written in a friendly tone and in accordance with the rules of the Russian language. It is forbidden to get personal, insult the author and express pointless criticism of any aspect of the study, of the language and style of the manuscript, etc.
11.2. The editors of the journal "Kuban Scientific Medical Bulletin" try to send reviews to the authors in their original form, however, in some cases it may be necessary to change the text of the review without losing its meaning (for example, when combining the comments of several experts on one issue or in the case of confidential comments in the review section, which is intended for the author).
11.3. The editors of the journal "Kuban Scientific Medical Bulletin" have the right to send a review for revision to an expert in case of a large number of errors or an unacceptable tone of the review.

Indexation
Publications of the journal "Kuban Scientific Medical Bulletin" are included in the calculating systems for the citation indices of authors and journals. "Citation index" is a numerical indicator that characterizes the significance of this article and is calculated on the basis of subsequent publications that refer to this work.
The journal is indexed in abstract and full-text databases, scientometric and search systems:
- The Russian Science Citation Index is a bibliographic and abstract index implemented as a database that accumulates information about publications of Russian scientists both in Russian and foreign scientific sources. The RSCI project has been developed since 2005 by the Scientific Electronic Library company (elibrary.ru). By 2019, more than 6,000 journals indexed in the RSCI have been hosted on the elibrary platform.
- Google Scholar is a freely available search engine that indexes the full text of scientific publications in all formats and disciplines. The Google Academy Index includes most of the peer-reviewed online journals in Europe and America from major scientific publishers.
- Dimensions is the tool that offers wide access to publications, citations, grants, clinical trials, patents and policy documents.
- SCIENCE INDEX is an information and analytical system built on the basis of data from the Russian Science Citation Index and offering a range of additional services for authors of scientific publications, scientific organizations and publishing houses.
- Higher Attestation Commission (VAK)

Publishing Ethics
1. INTRODUCTION
1.1. The peer-reviewed journal "Kuban Scientific Medical Bulletin" strives to ensure high ethical and professional standards of publications.
1.2. The following standards of expected ethical behaviour are obligatory for all parties involved in the process of reviewing and publishing a scientific article: the author(s), the editor-in-chief, the editorial staff, the editorial board, the editorial council, reviewers and the publisher of the journal.
1.3. The editorial staff, editorial board, editorial council, reviewers and the publisher of the journal follow the ethical principles accepted by the international scientific community and are responsible for compliance with all modern recommendations in the published paper.
1.4. In their activities, the editor-in-chief, the editorial staff, the editorial board, the editorial council, reviewers and the publisher of the journal rest upon the principles, requirements and recommendations of international committees and associations:

1.5. The present Policy Statement complies with the policy of the journal and is one of the main components of the review and publication process of the journal.
2. TERMS AND DEFINITIONS
The author is a private person, the creator of original work.
The editor-in-chief is the person who heads the editorial office and makes the final decisions regarding the production and release of the journal, determines the editorial policy, topics, chooses the reviewers, objectively estimates the opinion of the reviewers and makes the final decision about each article.
The publishing house (publisher) is an enterprise engaged in the preparation, production and release of printed materials.
Editorial staff is a team of editors, a group of publishing house employees.
The editor of the journal is a specialist experienced in a particular professional field who has the skills to edit scientific texts.
The editorial board is a permanent advisory collegial body of a periodical publication, consisting of the editor-in-chief, editorial staff members, and executive secretary.
The editorial council is an advisory body at a publishing house or editorial office that helps to determine publishing or editorial policy, thematic areas of publishing or editorial activity, to develop plans, to accept or to reject the most complex and controversial papers.
The reviewer is the author of the review, a critic who carries out a scientific examination of copyrighted materials, as a result of which his actions must be unbiased.
The peer review is a necessary link in formal scientific communications, which is a key point of the scientific approach.
The ethics of scientific publications is a system of norms of professional behaviour in the relations between authors, reviewers, editors, publishers and readers during the process of creating, distributing and using scientific publications.
3. RESPONSIBILITIES AND RIGHTS OF AUTHORS
3.1. Submission of an article for consideration by the editors implies that it contains new scientific results obtained by the author (a team of authors) which have not been published anywhere before.
3.2. Authors should be aware that they bear personal responsibility for the provided manuscript, which implies compliance with the following principles.
3.3. Manuscript Requirements
3.3.1. Authors of original research articles must provide reliable results of the work performed, as well as an objective discussion of the significance of the study. The data underlying the work must be accurately presented. The work must contain sufficient detail and bibliographic references for possible reproduction. Claims that are known to be false or falsified will be considered to unethical behaviour and are unacceptable.
3.3.2. Reviews and scientific articles must also be accurate and objective, editorial "opinions" must be clearly expressed.
3.4. Data Access and Storage
Authors may be asked to provide original article data for review. Authors should be prepared to provide open access to such data (according to ALPSP-STM Statement on Data and Databases) if possible, and in any case should be prepared to retain source materials for a reasonable period of time since their publication.
3.5. Originality and Plagiarism
3.5.1. Authors must ensure that the data presented in the manuscript represent the original work. In case of using fragments of other people's works and / or borrowing the statements of other authors, the article must contain appropriate bibliographic references with the obligatory indication of the author and the source.
3.5.2. All articles submitted to the journal undergo a mandatory check for possible duplication and plagiarism through the “ANTIPLAGIAT” system. Excessive borrowing, as well as plagiarism in any form, including inaccurate quotations, paraphrasing, or appropriation of the results of other people's research, will be considered unethical and unacceptable actions. Such articles are not accepted for publication. If plagiarism is suspected, an appropriate investigation will be carried out.
3.6. Plurality, Redundancy and Simultaneity of Publications
3.6.1. An author should not publish a manuscript mostly devoted to the same research in more than one journal as an original publication. Submitting the same manuscript to more than one journal at the same time is perceived as unethical behaviour and is unacceptable.
3.6.2. The author should not submit an article previously published in the journal "Kuban Scientific Medical Bulletin" for consideration to another journal.
3.6.3. Publishing a certain type of article (e.g., clinical practice guidelines, translated articles) in more than one journal is ethical in some cases, subject to certain conditions. Both authors and editors of interested journals should agree to secondary publication, necessarily presenting the same data and interpretations as in the primary published work. The bibliography of the primary work must also be presented in the second publication. The acceptable practice of multiple publication is detailed in the recommendations for conducting, describing, editing and publishing scientific results in medical journals of the International Committee of Medical Journal Editors (ICMJE).
3.7. Recognition of Primary Sources
The contribution of others parties must always be acknowledged. Authors should cite publications that are relevant to the performance of the submitted work. Data obtained privately, for example, in the course of a conversation, correspondence or discussion with third parties, should not be used or presented without the written permission of the original source. Information obtained from confidential sources, such as evaluation of manuscripts or awards of grants, should not be used without the written permission of the authors of the work related to confidential sources.
3.8. Authorship
3.8.1. The journal "Kuban Scientific Medical Bulletin" adheres to the following authorship criteria (developed and described in the ICMJE recommendations):
1) significant contribution to the development of the concept or planning of scientific work or the acquisition, analysis or interpretation of this work;
2) preparation of the manuscript draft or its critical revision with the introduction of valuable intellectual content;
3) final approval of the printed version of the manuscript;
4) acceptance of responsibility for all aspects of the work; the authors should also ensure that all issues related to the accuracy and integrity of any part of the work can be properly investigated and settled.
In addition to being responsible for those parts of the work that the author performed him/herself, he (she) must have an idea for which specific components of the work the other co-authors are responsible.
In addition, authors must be confident in the integrity of the contributions of their co-authors. All persons identified as authors should meet all four criteria for being an author, and all persons who meet these four criteria should be identified as authors.
Individuals who do not meet all four criteria should be mentioned in the Acknowledgments section.
3.9. Contributions of Authors and Non-Authors
3.9.1. The Acknowledgements section may mention people who contributed to the work but do not meet the criteria for authorship, for example: the ones supporting the study, acting as a mentor, assisting in data collection, coordinating the study, etc.
3.9.2. To correctly determine the contribution, the authors of the journal "Kuban Scientific Medical Bulletin" can use one of the COPE recommended schemes:
3.10. Liability
3.10.1. The editors of the journal "Kuban Scientific Medical Bulletin" bear responsibility for compliance of journal issues with the standards of authorship and author's contribution.
3.10.2. Authors are obliged to provide transparent and correct information about the authors of the article and persons who have made a significant contribution to the preparation of the article.
3.10.3. If the manuscript is submitted for consideration to the journal "Kuban Scientific Medical Bulletin" by the editor-in-chief, deputy editor-in-chief, member of the editorial board or editorial council, the manuscript should be reviewed only by external reviewers.

3.11. Statement of Authorship
3.11.1. The editors of the journal "Kuban Scientific Medical Bulletin" require that along with the manuscript the authors provide a statement of authorship signed by all co-authors. By signing the statement, the authors guarantee that:
- each author who signed the statement meets the authorship criteria set out in the ethical policy of the journal "Kuban Scientific Medical Bulletin";
- all persons who participated in the work, but who are not the authors, are listed in the Acknowledgements section;
- the contribution of each author is described (this information will be published in the journal "Kuban Scientific Medical Bulletin");
- the authors take responsibility for the accuracy of the information provided.
3.11.2. Upon reception of the article, the editor checks the availability of information about the authors and of all necessary documents. In the absence of a statement of authorship or signatures of all authors, the article is not accepted for consideration.
3.12. Disputes
3.12.1. If there are disputes about authorship, processing of the article is terminated regardless of the stage (consideration, review, editing or printing preparation).
3.12.2. All co-authors are informed about the occurrence of a dispute about authorship by e-mail.
3.12.3. The editor of the journal "Kuban Scientific Medical Bulletin" has the right to specify the exact period during which the authors can provide an explanation on these issues. After this period, the article is removed from publication with an appropriate explanation.
3.12.4. If the article was published in the Online First mode, explanations about the removal of the article from publication are placed in the public domain.
3.12.5. In the event that a dispute has arisen in relation to an already published article, the editor of the journal "Kuban Scientific Medical Bulletin" publishes a correction, refutation or retraction of the article indicating the reason for making changes to the published document.
3.12.6. If it is necessary to add or exclude a co-author before or after publication, the editors of the journal "Kuban Scientific Medical Bulletin" act in accordance with the COPE rules:

3.12.7. To prevent manipulations with co-authorship, the editors of the journal "Kuban Scientific Medical Bulletin" should use COPE flow charts and pay attention to the following points when working with the article:
- It is indicated that the study was funded by organizations whose authors are not included into the general list. This requires a more thorough check of the contributions of all authors and, if necessary, seeking the necessary clarifications from the responsible author.
- The list of authors includes scientists from another scientific field. This may indicate guest authorship.
- In the Acknowledgments section the authors mention a person without specifying a contribution.
- The article presents a very long or very short list of authors that is not typical for the particular scientific field or type of article.
- Description of the authors' contributions is incomplete: for example, there is no information about the persons who prepared the draft version of the manuscript or processed the data.
- “Antiplagiat” checking reveals that there are borrowings from the thesis, the author of which is not listed in the appropriate section of the article.
- Articles on similar topics were published by other teams of authors.
- The list of authors was changed at the stage of article publication without prior discussion with the editors of the journal.
- The author has multiple publications, although his position does not imply such publication activity (e.g., head of department, director of the institute).
- Corresponding author cannot respond to reviewers' comments.
3.12.8. The editors of the journal "Kuban Scientific Medical Bulletin" expect that organizations affiliated with the author will be ready to participate in the investigation of disputes about authorship.
3.13. Complaints and Appeals
3.13.1. The editors of the journal "Kuban Scientific Medical Bulletin" are attentive to complaints about the behaviour of editors and reviewers, which may relate to issues such as breach of confidentiality, undisclosed conflicts of interest, misuse of confidential information obtained during the review process. Also, authors may disagree with decisions regarding the expression of doubt on certain articles or complain about the violation of editorial processes.
3.13.2. All complaints can be sent to e-mail kubmedvestnik@ksma.ru, they will be considered in the general manner. The complaint review process does not take more than 7 days. The person who filed the complaint receives information about the decision, as well as about the measures to be taken and the timing of their implementation.
3.13.3. When considering complaints, the editors rely on the COPE guidelines in each of the following cases:
- work with post-publication criticism
- post-publication discussions and changes
- suspicion of manipulation with peer review after publication
- image manipulation in a published article
- data fabrication in a published article
3.14. Conflict of Interest
3.14.1. The section was prepared according to WAME recommendations. A conflict of interest is a condition in which people have conflicting or competing interests that can influence an editorial decision as well as the interpretation of data in the presented article. A conflict of interest can be potential or perceived, as well as real ones. Objectivity may be affected by personal, political, financial, scientific or religious factors.
The conflict of interest may cover the following areas:
- Financial: This conflict occurs when a participant of the publishing process has received or expects to receive money (or other financial benefits such as patents or shares), gifts, or favours that may affect the work associated with a particular publication. Examples: research fees, fees for consultations and public speaking, etc.
- Personal relationship: this conflict arises in case of personal relationships with family, friends, competitors, and former colleagues.
- Political and Religious Beliefs: Adherence to one religion or political party may influence the outcome of a research analysis presented in the article.
- Institutional affiliation: this conflict occurs when one of the participants of the publication process is directly related to the organization that is interested in the publication.
3.14.2. The editors of the journal "Kuban Scientific Medical Bulletin" may ask the authors additional questions or request additional information if necessary.
3.15. Conflicts of Interest May Involve Authors, Reviewers and Editors.
The following policy statements have been prepared based on ICMJE recommendations.
3.15.1. Obligations of Authors When Disclosing a Conflict of Interest
3.15.1.1. When authors submit a manuscript of any type or format, they are required to disclose all relationships and activities that may affect or be seen as affecting their work.
3.15.1.2. The author is obliged to notify the editor of a real or potential conflict of interest by including information about the conflict of interest in the appropriate section of the article.
3.15.1.3. If there is no conflict of interest, the author should also report it. Example wording: "The author declares no conflict of interest."
3.15.2. Responsibilities of Reviewers When Disclosing a Conflict of Interest
3.15.2.1. Reviewers should inform editors of any conflict of interest that may affect their opinion of the manuscript, and they should independently refuse to review if there are grounds for bias.
3.15.2.2. Reviewers should not use information about the peer-reviewed work to their advantage before it is published.
3.15.3. Responsibilities of Editors When Disclosing a Conflict of Interest
3.15.3.1 Editors who make final decisions about manuscripts should waive editorial decisions if there are conflicts of interest or relationships that could create potential conflicts related to the articles submitted for consideration. Other editorial staff involved in editorial decision-making should inform the editors of their current interest (because they can influence editorial decisions), and independently refuse to make decisions in case of a conflict of interest.
3.15.3.2. Editorial staff should not use the information obtained while working with manuscripts for personal purposes. Editors should regularly publish reports of potential conflicts of interest related to the activities of themselves and the staff of the journal. Guest editors must follow the same procedure.
3.15.3.3. The articles of the editor-in-chief of the journal, the deputy editor-in-chief of the journal, members of the editorial board and the editorial council of the journal "Kuban Scientific Medical Bulletin" should clearly indicate the connection with the journal "Kuban Scientific Medical Bulletin".
3.15.3.4. In the event that an undisclosed conflict of interest is found in an unpublished article, the editors of the journal "Kuban Scientific Medical Bulletin" act in accordance with the COPE recommendations.
3.15.3.5. In the event that an undisclosed conflict of interest is found in a published article, the editors of the journal "Kuban Scientific Medical Bulletin" act in accordance with the COPE recommendations.
3.16. Data Reuse and Reproduction
This section of the policy has been developed based on the COPE recommendations for handling data.
Providing authors with access to the data obtained during the study, substantiating the content of their publications is encouraged, but not required. The consent of the authors to provide access to research data does not affect the decision about publication.
3.17. Definition of Research Data
3.17.1. Research data includes any factual materials recorded on any medium used in the process of obtaining research results, in digital or non-digital form. This includes tabular data, code, images, audio and video files, documents, maps, processed and/or raw data.
3.17.2. This policy applies to research data that may be required to confirm the reliability of research results presented in articles published by the “Kuban Scientific Medical Bulletin”.
3.17.3. Research data includes information obtained directly by the authors ("primary data"), as well as data from other sources analysed by the authors during the study ("secondary data").
3.18. Defining Exceptions
3.18.1. This policy does not apply to research data that is not required to confirm the reliability of the results presented in published articles.
3.18.2. Information about data that is not subject to disclosure can be transferred as follows: placed in research data repositories with limited access; previously anonymised.
3.18.3. The author may also make publicly available only metadata of research data and/or a description of how to access them at the request of other scientists.
3.19. Data Storage

3.20. Citating Data
3.20.1. The editors of the journal "Kuban Scientific Medical Bulletin" welcome the provision of access to research data under the terms of free Creative Commons licenses.
3.20.2. The editors of the journal "Kuban Scientific Medical Bulletin" do not insist on the mandatory use of free licenses in the case when data is placed in third-party repositories.
3.20.3. The publisher of the journal "Kuban Scientific Medical Bulletin" does not claim ownership of the research data provided by the author along with the article.
3.20.4. Letters with questions about compliance with this policy can be sent to the executive secretary of the journal "Kuban Scientific Medical Bulletin".
3.21. Ethical Oversight
The journal "Kuban Scientific Medical Bulletin" shares the opinion of COPE that publication ethics includes not only ensuring the integrity and reliability of published research, but also ethical behaviour in relation to research subjects. This category includes vulnerable populations, laboratory animals, humans (if relevant research is carried out), confidential data and business/marketing practices.
3.22. Informed Consent / Consent to Publication
3.22.1. The journal "Kuban Scientific Medical Bulletin" requires that informed consent/consent to publication should be provided for any study in which an individual or group of individuals can be identified. This form of consent is also required when deceased persons are mentioned in the study. Consent must be obtained when publishing a clinical case, photographs, X-rays, etc.
3.22.2. Authors should submit to the editors of the journal "Kuban Scientific Medical Bulletin" a statement declaring that they have received informed consent from a patient or his/her representative. The published article should contain information on obtaining such consent.
Information to be provided in an informed consent:
- Patient's name and signature.
- If the patient cannot sign the consent on his/her own, it is necessary to indicate who exactly signs the consent and how he/she is related to the patient.
- If one person is signing the consent on behalf of a family or group of people, that person should confirm that all family members or group members have been informed.
- It must be stated that the individual or group of individuals has no legal, mental or physical barrier to consent to publication. If such barriers exist, it should be indicated (minor children, low intellectual abilities, disability, death).
- The person receiving informed consent should have the authority to receive it.
- It should be stated that even if all rules are followed, anonymity cannot be guaranteed.
- It should be stated that the patient can withdraw consent at any time, but not after the publication of the article.
- The form should indicate how the article will be distributed (printed form, online, etc.).
- The form should indicate that the patient has read the final version of the manuscript. If this did not happen, it should be indicated that the patient or his/her representative agreed to the publication without reading the final version of the article.
3.23. Vulnerable Populations
3.23.1. Vulnerable groups of the population include (but are not limited to) those who are unable to protect their own interests: pregnant women, new-borns, children, foetuses in the womb, prisoners, people with disabilities, people with a delay (violation) of intellectual health (or development), economically disadvantaged people, hospitalized patients in serious condition, etc.
3.23.2 Research in vulnerable populations should only be planned if these groups benefit from them.
3.23.3. One of the concerns is that due to objective reasons not all participants in the study can understand all the conditions for conducting the study. If informed consent cannot be obtained from the direct participant in the study, this consent should be signed by his legal representative. Particular attention should be paid to research conducted with the participation of children.
3.23.4. The editors of the journal "Kuban Scientific Medical Bulletin" support the COPE statement on the publication of studies concerning vulnerable groups of the population.
The authors of the articles should obtain informed consent for publication and report this to the editors of the journal "Kuban Scientific Medical Bulletin".
3.24. Ethics of Animal Studies
3.24.1. When conducting an experimental study on animals, authors should provide information on compliance with institutional and national standards for the use of laboratory animals.
3.24.2. To provide more accurate and correct information about studies involving animals, the editors of the journal "Kuban Scientific Medical Bulletin" recommend using the ARRIVE standards. The use of these standards will improve the quality and reliability of published articles, as well as allow other researchers to reproduce the results.
3.25. Human Studies
3.25.1. In its work, the journal "Kuban Scientific Medical Bulletin" relies on the provisions of the Declaration of Helsinki of the World Medical Association (WMA Declaration of Helsinki – Ethical Principles for Medical Research Involving Human Subjects) and seeks to ensure compliance with ethical standards and data collection rules for research conducted with the participation of people.
3.25.2. Before starting a study, a scientist should familiarize himself/herself with the provisions on informed consent of the Declaration of Helsinki and conduct research in strict accordance with the principles set out below (provisions of the Declaration of Helsinki 25-32). When presenting the results of experimental studies on humans, the authors should indicate whether the procedures were performed in accordance with the ethical standards prescribed in the Declaration of Helsinki. If the study was conducted without regard to the principles of the Declaration, the authors should justify the chosen approach to the study and ensure that the chosen approach was approved by the ethics committee of the organization in which the study was conducted.
" 25. Participation persons able to give informed consent as research subjects should be voluntary. Although in some cases it may be appropriate to consult with relatives or leaders of a social group, no person capable of giving informed consent can be included in the study unless they have given their own voluntary consent.
26. In a medical research study involving individuals capable of giving informed consent as research subjects, each potential subject should receive sufficient information about the purposes, methods, sources of funding, any possible conflicts of interest, affiliation with any organizations, expected benefits and potential risks, any inconvenience that may arise as a result of participation in the study, the conditions that apply after the end of the study, as well as any other significant aspects of the study. The potential research subject should be informed of his/her right to refuse to participate in the research or withdraw his/her consent to participate at any time without any adverse consequences. Particular attention should be paid to the specific information needs of each potential subject, as well as the methods used to provide information.
After making sure that the potential subject has understood the information provided to him/her, the doctor or other person who has the appropriate qualifications should obtain the voluntary informed consent of the subject to participate in the study, preferably in writing. If consent cannot be expressed in writing, oral consent should be duly documented and certified.
All subjects of medical research should be given the opportunity to receive information about the general findings and results of the study.
27. When obtaining informed consent to participate in a study, the physician should exercise particular caution in cases where the potential subject is in a position of dependence on the physician, or may consent under duress. In such cases, informed consent must be obtained by an appropriately qualified person who is completely independent of such a relationship.
28. If the potential research subject is a person who is unable to give informed consent, the physician should obtain the informed consent of his/her legal representative. Such individuals should not be included in research that is not likely to benefit them, unless such research is conducted to improve the delivery of health care to the group of people of which the potential subject is a representative, and cannot be replaced by research on individuals capable of giving informed consent and also involves only minimal risks and inconvenience.
29. If a potential subject determined not to be able to give informed consent is nevertheless able to express his/her own attitude towards participation in the study, the physician should seek his/her opinion in addition to the consent of his/her legal representative. The disagreement of the potential subject should be taken into account.
30. Research involving subjects physically or mentally unable to consent, such as unconscious patients, may only be conducted if a physical or mental condition that precludes obtaining informed consent is an inherent characteristic of the study population. In such cases, the physician should seek informed consent from the legal representative. If no such representative is available, and if patient enrolment cannot be deferred, the study may be conducted without obtaining informed consent, provided that specific reasons for enrolling subjects in a condition precluding informed consent are specified in the study protocol and the conduct of the study is approved by the ethics committee. Consent of the subject or his/her legal representative to continue participation in the study should be obtained as soon as possible.
31. The doctor should provide the patient with full information about aspects of the treatment relevant to the study. A patient's refusal to participate in a study or a decision to withdraw from a study should not affect his/her relationship with the physician.
32. In medical research using biological materials or data that can identify the person from whom they were obtained, for example, when researching materials or data contained in biobanks or similar repositories, the physician should obtain informed consent to receive, store and / or reuse use of such materials and data. There may be exceptions when obtaining consent for such a study is not possible or appropriate. In such cases, research may only be conducted after review and approval by the ethics committee."
3.26. Working with Confidential Data
3.26.1. The right to privacy of persons or organizations involved in research is of paramount importance and should not be violated without their informed consent.
3.26.2 Authors should take all necessary precautions to protect information about study participants.
3.26.3. Where necessary, authors should take steps to minimize any potential physical and psychological harm to study participants.
3.27. Post-Publication Discussions and Changes to Published Articles
3.27.1. In some cases, it becomes necessary to make changes to an already published article. The editors of the journal "Kuban Scientific Medical Bulletin" support the practice of making changes to published materials and, if necessary, act in accordance with the COPE recommendations.
3.27.2. Any necessary changes are accompanied by a post-publication notice, which will always be linked to the original version of the article, so that readers can be informed of any necessary changes.
3.27.3. The editors of the journal "Kuban Scientific Medical Bulletin" use the notes Expression of Doubt, Correction or Retraction of the article. The purpose of this practice is to ensure the integrity of scientific materials.
3.27.4. All corrections, expressions of doubt and messages about the retraction of the article are placed in the public domain.
3.28. What Should Authors Do If They Find an Error in Their Article?
3.28.1 Authors may discover a technical or semantic error after the publication of the article. 3.29. Algorithm for Making Changes to the Article
3.29.1. Correction
3.29.1.1. Corrections are made to the article if it is necessary to correct an error or add missing information, and this does not affect the integrity and scientific significance of the article.
3.29.1.2. Corrections may be made, for example, to the figure caption, information on research funding may be added, or information on a conflict of interest may be clarified.
3.29.1.3. If such changes are made, a separate correction note is published. The general algorithm of actions is as follows:
- a correction is made to the original version of the article;
- the Crossmark entry is updated;
- in the field “Summary” of the original version of the article, a description of the change made is added;
- a note about the correction is published, which contains information about the original version of the article, as well as links to it, the names of the authors and a description of the correction.
3.29.1.4. Notes about the correction of spelling errors, typos, and other minor changes are not published separately. The site reports that the article has been corrected (without detail).
3.29.2. Article retraction
3.29.2.1. The editorial board of the journal "Kuban Scientific Medical Bulletin" decides on the need to retract the article in the following cases:
- when there is clear evidence that the results are unreliable for a number of reasons: there are serious errors in the calculations, data are fabricated, images are manipulated;
- plagiarism was found in the article;
- the results have already been published earlier in other journals, and the author did not substantiate the need for re-publication and did not warn the editor about it;
- the article contains materials and data for which permission has not been obtained;
- copyright infringement or other serious legal problem (for example, confidentiality breach);
- the ethics of conducting research has been violated;
- the review process has been compromised;
- the author did not disclose a conflict of interest, which, in the opinion of the editor, could affect the decision of the reviewer or editor to publish the article.
3.29.2.2. The editors of the journal "Kuban Scientific Medical Bulletin" act according to the following algorithm, if the article needs to be retracted:
- investigate and make sure that retraction is necessary;
- prepare a note about the retraction: include in the title the note “Retraction of the article” and the title of the article, describe the reason for the retraction, indicate on whose initiative it is carried out, provide a link to the retracted article;
- publish a message about the retraction;
- replace the original version of the retracted article, noting in the pdf-file that the article is retracted;
- report retraction to databases;
- transfer information about the retraction of the article to the database of retracted articles.
3.29.2.3. The editors of the journal "Kuban Scientific Medical Bulletin" work with retracted articles according to the COPE regulations.
3.29.3. Expression of doubt
3.29.3.1. The editors of the journal "Kuban Scientific Medical Bulletin" report the expression of doubt in the following case:
- serious concerns were raised about the published article, but the investigation failed to prove anything, or for some reason the investigation was not conducted or cannot be completed for a long time. At the same time, it is necessary to notify readers about what is happening as soon as possible.
3.29.3.2. After the completion of the investigation, the article may be amended or retracted.
3.30. Deleting an Article
3.30.1. Articles from the journal "Kuban Scientific Medical Bulletin" are deleted only in extreme cases, when it is impossible to follow the protocol for making changes, retracting an article or expressing doubt.
An article may be deleted in the following cases:
- if dissemination of the article could pose a serious risk;
- if the article contains content that violates the right to privacy of the research participant;
- if the article violates rights;
- if the article is subject to removal by court order.
3.30.2. If an article is deleted, all materials are deleted from the journal's website, queries are sent to the databases with a request to delete the full text and post a note about the deletion of the article.
3.31. Updates and Post-Publication Discussions of Articles
3.31.1 Adding to a published article
3.31.1.1. The author may need to supplement the article after its publication. In this case, the editors of the journal "Kuban Scientific Medical Bulletin" may publish an addendum to the article. Additions to the article are necessarily checked by the editors of the journal and can be sent for review.
3.31.1.2. When an addendum is published, the file with the original version of the article is updated, and in the current issue of the journal, a notification about the addendum of the article is additionally placed, including information about the article, its authors, the essence of the changes made and a link to the article.
3.31.2. Commentary on a published article
3.31.2.1. Commentaries are short materials in which an opinion or observation about a published article can be expressed.
3.31.2.2. Commentaries are sent to reviewers and authors of the article so that they have the opportunity to prepare a response to the comment.
3.31.2.3. The comment of the authors is also sent to the reviewer. The author of the comment has the opportunity to reply to the authors again, after which the correspondence between the author of the comment and the authors of the article may continue privately.
3.31.2.4. The decision to publish comments is made by the editor of the journal "Kuban Scientific Medical Bulletin". Commentaries and replies are linked to the original version of the article to which they refer.
4. ETHICAL PRINCIPLES IN THE REVIEWERACTIVITY
4.1. Influence on the decisions of the editorial board
Reviewing assists the editor-in-chief and the editorial board/council in deciding whether to publish an article, and can also help the author improve the quality of the work through appropriate interaction between reviewers and authors.
The publisher shares the view that all scholars who wish to contribute to a publication are required to do substantial peer review work.
4.2. Performance
All reviewers should comply with the ethics of scientific publications and identify cases of plagiarism and other acts of unethical behaviour. In addition, it is the responsibility of the reviewers to provide constructive feedback to the authors of the articles and the editors of the journal.
Any selected reviewer who believes that their level of expertise in the subject area of the article is insufficient or does not have the time for a quick review should notify the editor-in-chief and refuse to review the article.
4.3. Confidentiality
Any manuscript received by a reviewer should be treated as a confidential document. Reviewers should not disclose review or article information or contact authors directly without permission from the editor-in-chief.
4.4. Manuscript requirements and objectivity
The review should be carried out objectively. Personal criticism of the author is unacceptable. Reviewers should express their compelling opinion clearly.
4.5. Recognition of original sources
The reviewer, if possible, needs to identify published articles that are relevant to the peer-reviewed article and not cited by the author.
Any statement that any observation, conclusion, or argument has already been published should be accompanied by an appropriate bibliographic reference in the manuscript. The reviewer should also draw the attention of the editor-in-chief to the discovery of significant similarities or coincidences between the manuscript under consideration and any other published work that is in the field of his/her scientific competence.
4.6. Disclosure policy and conflict of interest
4.6.1 Unpublished data obtained from submitted manuscripts cannot be used in personal research without the written consent of the author. Information or ideas obtained during the review and related to possible benefits should be kept confidential and not used for personal gain.
4.6.2. Reviewers should not participate in the review of manuscripts in case of conflict of interest due to competitive, joint and other interactions and relationships with any of the authors, companies or other organizations associated with the submitted work.
5. RESPONSIBILITY OF THE MANAGING STRUCTURE OF THE JOURNAL: EDITORIAL BOARD / COUNCIL, EDITORS, PUBLISHER, FOUNDER
This section has been prepared in accordance with the COPE guidelines.
5.1. Potential members of the editorial board/council can be recommended to the editor-in-chief by real members of the editorial board/council, reviewers and authors.
5.1.1. Editors who wish to take part in the work with the journal as a member of the editorial board/council can send an application to the editor-in-chief.
All potential members of the editorial board/council should be ready to provide the editorial office of the journal "Kuban Scientific Medical Bulletin" with information about all potential and real conflicts of interest (for example, about any activity for the publication of scientific journals and books, membership in editorial boards/councils of other journals, as well as any conflicts of interest that may arise after their appointment).
5.1.2. Responsibility of a member of the editorial board/council:
- Publication of 1 article per year to support the journal;
- Reviewing incoming manuscripts according to their profile and in the absence of external reviewers. Each member of the editorial board/council receives no more than 2 manuscripts per year for review. Reviewing should be carried out in accordance with the approved Review Policy of the journal "Kuban Scientific Medical Bulletin".
- Selection of reviewers for incoming articles at the request of the executive secretary, control of the process of reviewing incoming articles.
- Making decisions about the possibility of publishing the article after all rounds of peer review. Decisions are submitted to the editor-in-chief, who makes the final decision on the possibility of publication.
- Invitation of authors and reviewers to cooperate with the journal.
5.1.3. A member of the editorial board/council may be dismissed from his/her position for the following reasons:
- violation of publication ethics: concealment of conflicts of interest, information, use of status for personal purposes;
- failure to perform assigned duties during the year without a reason and without the consent of the editor-in-chief;
- at the request of a member of the editorial board/council.
5.1.4. Privileges of a member of the editorial board/council
- articles written by members of the editorial board/council of the journal "Kuban Scientific Medical Bulletin" are considered on a priority basis;
- 1 article per year is translated into English at the expense of the editors of the journal "Kuban Scientific Medical Bulletin";
- a member of the editorial board/council can participate free of charge in events organized by the journal "Kuban Scientific Medical Bulletin" and the founding organization;
- a member of the editorial board/council can act as a guest editor for a special issue of the journal "Kuban Scientific Medical Bulletin";
- information about a member of the editorial board / council is posted on the website of the journal "Kuban Scientific Medical Bulletin" with the necessary links to profiles in databases, affiliations and other necessary data.
5.1.5. The possibility of participation of potential candidates for the role of a member of the editorial board/council is considered at regular meetings of the editorial board/council.
5.1.6. The final decision on the inclusion of a potential candidate in the editorial board/council is made by the editor-in-chief.
5.2. Editor's Responsibility
5.2.1. The editor of the scientific journal "Kuban Scientific Medical Bulletin" is personally and independently responsible for making the decision about publication of the article. The final decision is made by the editor-in-chief of the journal.
5.2.2. The editor of the journal "Kuban Scientific Medical Bulletin" is guided by the policy of the journal when considering an article and making a decision on its publication.
5.2.3. The editor may confer with other editors and reviewers (or officials of the scientific society) during the decision-making, provided that these discussions are justified and legal without using the materials under discussion for personal purposes.
5.2.4. The Editor-in-Chief and his/her deputies do not participate in decision-making on articles that they wrote themselves or that were written by their family members or colleagues, as well as related to products or services in which the editor has an interest.
According to the journal's policy, materials prepared by the editor-in-chief and his/her deputies, members of the editorial board and editorial board, executive secretary and other persons affiliated with the journal are considered as unbiased as articles by third-party authors are.
The procedure of external double-blinded review of materials prepared by the Editor-in-Chief/members of the editorial board and the editorial council can minimize any bias in the decision-making process on publication. Decisions are made by other members of the editorial board who do not have a conflict of interest with the author.
When submitting their articles for publication, the Editor-in-Chief and his/her deputies, members of the editorial board and editorial council and other persons affiliated with the journal indicate on the title page in the “Conflict of Interest” heading that they belong to the published issue.
In case of detection of an undeclared conflict of interest, the editors have the right to consider the issue of retraction of the publication in accordance with the policy of the journal.
5.2.5. The editor of the journal "Kuban Scientific Medical Bulletin" is obliged to evaluate the content of the manuscript, regardless of race, gender, sexual orientation, religious views, origin, citizenship or political preferences of the authors.
5.2.6. The editor of the journal "Kuban Scientific Medical Bulletin" must ensure confidentiality and unnecessarily not disclose information about the manuscript to third parties (with the exception of other editors of the journal, reviewers, publisher and founder).
5.2.7. The editor of the journal "Kuban Scientific Medical Bulletin" is obliged to inform the editor-in-chief of all conflict situations, as well as the discovery of critical errors or accusations of authors or reviewers of violating publication ethics received by the journal, in order to take the necessary actions in such cases: making changes, publishing refutations, retracting the article, expressing doubts.
5.2.8. The editor of the journal "Kuban Scientific Medical Bulletin" takes part in the investigation of any ethical violations relating to manuscripts under consideration and published articles, and makes every effort to resolve conflicts as soon as possible. If necessary, the editor of the journal "Kuban Scientific Medical Bulletin" interacts with the author's organization to conduct a deeper investigation.
5.3. Responsibility of the Publisher
5.3.1. The publisher of the journal "Kuban Scientific Medical Bulletin" is responsible for compliance with all modern recommendations and requirements for maintaining the integrity of scientific materials published in the journal.
5.3.2. The publisher follows the policy of the journal "Kuban Scientific Medical Bulletin" in terms of receiving compensation for the preparation and publication of manuscripts, as well as making a profit from printing advertising and reprints. The publisher of the journal "Kuban Scientific Medical Bulletin" does not allow the potential profit from advertising and reprints to influence the decision of the editors to publish the manuscript.
5.3.3. The publisher of the journal "Kuban Scientific Medical Bulletin" does not interfere in editorial processes, however, if necessary and at the request of the editors, he/she can take part in the investigation of violations of publication ethics, as well as send official requests on his/her behalf to scientific and educational organizations, as well as other publishers.
5.3.4. The publisher of the journal "Kuban Scientific Medical Bulletin" is obliged to implement industry standards in the work of the publishing house in order to improve the ethical component of the work of the journal.
5.3.5. The publisher of the journal "Kuban Scientific Medical Bulletin" is obliged to provide comprehensive legal support to the editors of the journal, if necessary.
5.4. Responsibility of the Founder
5.4.1. The founder of the journal "Kuban Scientific Medical Bulletin" adheres to the principle of editorial independence: the head of the founding organization and his/her staff do not interfere in the editorial process.
5.4.2. The founder of the journal "Kuban Scientific Medical Bulletin" can recommend potential members of the editorial board / editorial council, reviewers and authors, but the final decision on the possibility of cooperation with them is made only by the editor-in-chief.
5.4.3. The founder of the journal "Kuban Scientific Medical Bulletin" supports the need to ensure geographic and gender diversity among the members of the editorial board / editorial council, reviewers and authors.
5.4.4. The founder of the journal "Kuban Scientific Medical Bulletin" does not put financial and political benefit above the quality of the journal. The editors of the journal "Kuban Scientific Medical Bulletin" decide on the publication of manuscripts, based on their quality and interest for the target audience of the journal.
5.4.5. The founder of the journal "Kuban Scientific Medical Bulletin" does not interfere in editorial processes, however, if necessary and at the request of editors, he/she can take part in the investigation of violations of publication ethics and send official requests on his/her behalf to scientific and educational organizations, as well as other publishing houses.

Plagiarism Detection
The journal "Kuban Scientific Medical Bulletin" checks all materials (excluding bibliography) submitted for publication using the “Antiplagiat” system. The purpose of such an analysis is to assess the legitimacy and correctness of borrowings and to assess the volume of the original text.
The editorial board is not responsible for the calculation methodology incorporated into the work at the programming stage of the “Antiplagiat” system and evaluates only the results obtained.
In case of detection of numerous borrowings, the editors act in accordance with the COPE rules (Scheme A, Scheme B).

The editors of the journal "Kuban Scientific Medical Bulletin" allow the authors to place the manuscript in the form of a preprint before it is sent for consideration to the journal, as well as independently archive their articles in subject and institutional repositories.
Preprints
The editors of the journal "Kuban Scientific Medical Bulletin" encourages the placement of preprint manuscripts on preprint servers. A preprint is defined by COPE as a scientific manuscript that authors submit to an open platform (usually before or in parallel with the peer review process in a journal).
The publication of a preprint is not considered a duplicate publication and does not affect the editor’s decision on publication in the journal "Kuban Scientific Medical Bulletin".

Advertising Policy
The journal "Kuban Scientific Medical Bulletin" DOES NOT use advertising and does not receive income from advertising.
In the case of using advertising and receiving income from advertising, since this is associated with a potential conflict of interest, the editorial policy of the journal "Kuban Scientific Medical Bulletin" is based on the recommendations of the World Association of Medical Editors WAME (Recommendations on Publication Ethics Policies for Medical Journals) and the requirements of the Federal Law of the Russian Federation dated 13.03.2006 No. 38-FZ "On Advertising".
All participants in the editorial and publishing process are familiar with this policy and adhere to these requirements.
The decision about publication is always based on the reliability and scientific significance of the published work, and commercial interests cannot influence the content and the decision about publication in any way.
The decision to publish an advertisement should be made only with the participation of the editor and the editorial board/council of the journal. Advertisers and sponsors do not influence the editor's decisions, regardless of the terms of advertising or other agreements.
Reprints should only be published in the form in which they were originally published in the journal (including subsequent corrections), so they should not contain additions or changes.
The content of special (additional) issues (if necessary) should be regulated only by the decisions of the editor, sponsors or advertisers should not influence the content of such an issue, and articles published in special (additional) issues undergo the standard peer review procedure adopted for reviewing regular issues.
General requirements for advertising materials:
- the volume of advertising materials in the journal cannot exceed 10% of the total volume of the publication (actually 2-5%);
- all advertisements should uniquely identify the advertiser and the product or service being offered. Medical product advertisements should include the full name of each active ingredient;
- advertising content should be distinguished from editorial and other materials in such a way that the difference between them is obvious;
- commercial advertising should not be placed next to any editorial materials or article that discusses the advertised product, nor should it contain references to the issue of the journal in which it is placed and not use keywords;
- the editorial board of the journal does not accept for consideration and does not print advertising articles (both on a paid and free basis);
- advertising should not deceive or mislead the readers;
- advertising should not exaggerate the real characteristics of the advertised product;
- advertising should not contain incorrect comparisons of the advertised goods with the goods in circulation, which are produced by other manufacturers or sold by other sellers;
- advertising should not contain offensive considerations of a religious, racial nature, defame the honour, dignity or business reputation of a person, including a competitor, induce to commit illegal acts, call for violence and cruelty, etc.;
- advertised products should be oriented to medical practice, medical education or medical care;
- the journal does not print advertisements for products that have been proven to cause serious (irreparable) harm to health;
- advertisers are solely responsible for all information contained in advertisements. Unfair advertising and false advertising is not allowed;
- advertising in the journal is not promotion or endorsement of the advertised product, company or service by the editors;
- the advertiser agrees to indemnify the publisher for any damages that the publisher may incur due to the placement of advertising information, including claims or suits for defamation, breach of confidentiality, copyright infringement or plagiarism;
- the editors have the right to reject any advertising material that damages the reputation of the publisher or does not correspond to the content of the journal.
